Is this the infamous kissing bug? And do I need to be concerned?

This was found in my daughter's room and I'm concerned that it's the kissing bug and with the recent scares about changas disease or whatever it's called. I just want to clarify.

Incidentally... As far as I know, kissing bugs don't make it as far north as Ontario. :)
