I found these in the grasses off the John P. Taylor Jr. Memorial Trail on the refuge.

Atomosiella antennata;
Yes, this genus and species indeed Jeff; and both new for BugGuide! This pretty asilid is thought to be the Nearctic Region's only endemic genus of Atomosiini. Recent study, however, shows Atomosiella to be a synonym of the Palaearctic genus Amathomyia (A. persiana, type of Amathomyia, looks almost identical to this sp.); both flies inhabit very similar desert environments -- one in Central Asia, the other in the sw. N. America). (Please enter as Atomosiella antennata for now.)
