Bright, Non-metallic Green Wasp - Rhogogaster

Bright, Non-metallic Green Wasp - Rhogogaster
Fairbanks, Fairbanks North Star Borough County, Alaska, USA
June 19, 2018
This insect was first observed while watering our plants on our peony farm in Fairbanks, AK. It was observed mid day in full sunlight in about 78° weather (warm for an Alaskan summer, and about the warmest it’s been this year). I took one picture of it crawling on the ground beneath the plant. Later on, my 5 yr old son was sweep netting through tall grass to see what he could find and caught the same insect. After removing it from the sweep net, I took another picture of it in my hand before letting it go. The insect was not very fast moving and during both encounters seemed to carry on about its business rather than try to get away. I think it’s a type of wasp. It has bright green coloration with black markings along its body. Can anyone tell me exactly what it is? Thank you!
