Immature Male Libellula cyanea
With the white stigmas, that is a Spangled Skimmer.

 
Stigmas
White stigmas in the first photo are from color washout, a side effect of shooting in the sun. The second photo is fairly washed out, however it is at a slightly different angle. The gold stigmas are clearly visible in image three (Photo# 1546046) where the angle is shifted and the glare/washout from the light is not as intense.
