Small Wasp with white-grey Thorax

Noticed this hovering wasp making rounds of a small parameter of gravel in our back alley. It was raining lightly but the sun was still shining - it was circling a small dry patch of gravel under a tree avoiding the rain drops and wet gravel.

It was caught with a small seal-able container and put in the fridge for an hour. The grey-white patch on its thorax was visible thru the plastic container before it was chilled in the fridge.
