The spots on tergite 2 are sm
The spots on tergite 2 are small for typical umbellatarum. They are very difficult, even with specimens. Any idea what M. coei looks like?
The black spot on scutellum is restricted to basal corner as in umbellatarum.

 
Vockeroth gives coei as with
Vockeroth gives coei as with haired eyes, entirely trichose wing, legs dark brown to black with fore/mid tibiae reddish, yellow spots of T2 large but subquadrate. In his maps coei is also restricted to western Alberta, British Columbia, the Yukon, and eastern Alaska.

Melangyna umbellatarum has the thorax strongly shiny.

Keyed with Vockeroth 1992. Not Meligramma as face has medial stripe (Vockeroth notes this on p.149), posterior margin of spots is straight vs oblique in Meligramma.

Melangyna umbellatarum has the wing extensively bare, as in this fly. The only other option is Melangyna labiatarum (other species are out of range or have obviously haired eyes), but that has entirely trichose wings, tibiae basally paler (vs apically in this fly and in umbellatarum), tergite margins often reaching the lateral margins (vs not in this fly and generally not in umbellatarum).
