Appears to be in the broadwing family - Calopterygidae

We're not getting a Calopterygidae vibe from this
not Calopteryx nor Hetaerina. With what looks like a forked shoulder stripe, we would suggest Argia fumipennis, but that's only a guess from this angle.

Frassed
Moved from Damselflies.

The fact that this is a female and the angle of this shot make identification difficult. Since nobody has been able to identify it in over a year I'm moving it to frass.
