Dragonfly With 12 Spots -
Epitheca princeps
Cape Coral, Lee County, Florida, USA
July 4, 2018
Looks similar to a twelve-spotted skimmer, but the body seems not as "stocky" as a skimmer. I'm a novice when it comes to dragonflies.

Prince Baskettail
Epitheca princeps in the Emerald family Corduliidae. Your instincts about the body shape not being typical of a Libellulid were right on.
Very strong wing markings - near the dark extreme for this species. There is a similar individual at: https://bugguide.net/node/view/1119527/bgimage
