Yes; Palpada vinetorum ... female.
Base of hind tibiae white and hind tibiae flattened and with long matted black hairs on anterior and posterior surfaces. Scutellum with rim paler than the rest of scutellum. Front and mid femora broadly orange. The R1 vein at base is quite dark in this image but can be seen to be orange in the other image where there is lots of light.

 
Thanks for taking the time for this one...
It will help me sort out the many others I have. When I travel it seems that I cannot help myself from photographing tropical iguanas and it seems that I have the same problem with Palpada flies!
