Not a bee.
This is not a bee, but a wasp. My first guess is a perilampid, a type of chalcid wasp in the family Perilampidae. The only other possibility is a cuckoo wasp (Chrysididae), genus Elampus. Perilampids have triangular or pyramid-shaped abdomens, and are rather sluggish when preoccupied sipping nectar or honeydew.

I checked out some pictures of Elampus and perilampid wasps. From what I saw, I'd rule out Elampus, because their abdomen have a rough texture, and tend to be longer. The pictures of perilampid I saw were pretty close, so if those are the only choices, I'd go with perilampid.
