Eastern Least Clubtail
This dragonfly is a clubtail in the family Gomphidae. You can tell by the widely-spaced eyes. I believe it's Eastern Least Clubtail, Stylogomphus albistylis. The white genitalia don't show up very well against the white sand in your photo but I think they're there.
