Sap sucking Insects - Acanalonia bivittata

Sap sucking Insects - Acanalonia bivittata
Lewisburg, Union County, Pennsylvania, USA
July 6, 2018
Some sort of true bug. Not sure if they are aphids, scales, or what. Also were tended by an ant.

Looks like they were on a Locust sapling.
