There were dozens of these on my Swamp and Common Milkweeds today. Never more than one per leaf, and just sitting still for the most part. A friend suggested Microchrysa polita, which does look spot on, but someone else said it was too late to be seeing that here. ??? I also took photos of the ones with the shiny green area between the eyes (female?).
