Hard shell attached to Ruellia stem

Size: Small
This is a hard shell (egg?) case that is attached to the stems of my Ruellia plant. You can pop them right off with no damage to plant. Not sure if I should leave them alone or remove them.

Might be a scale insect.
There are some similar specimens in Ceroplastes.
