Two-marked redbud hopper Enchenopa binotata. Said to be a complex of species. If so, other bugguide photos have it on black walnut & several other host trees. I have found this hopper in my residential yard on both redbud & blackhaw viburnum.

yes
it is a complex of species. most of the recorded hosts are represented on BugGuide, each page representing a likely distinct species. Hydrangea is not a true host of any species, so it is placed on this page.
