Comment -
from Jean-Francois Roch at iNat, who thinks this is not identifiable to species:

"The species identification of Arhyssus is impossible on the field for two reasons. Often it is necessary to examine the underside of the insect for certain characteristics, for example, the length of the beak. Other features require examination by stereomicroscope in the laboratory. There are 11 species of Arhyssus in California.
My reference is: Chopra, N.P. 1968. A revision of the genus Arhyssus Stål. Annals of the Entomological Society of America 61(3): 629-655."

Hey v - would you be willing to explain a bit about why you think it's this species? Thanks!
