I saw many of these at the edge of an old-growth forest, about a quarter-mile from any flowing or standing water on a hot dry day in a hot, dry month. I only saw this color at that location. If this is the brown female of a species whose males are blue, I didn't see any males at that location.

Argia sp.
Probably Argia moesta, Powdered Dancer. Males are probably down at the water waiting for females. Away from the water the females can feed in peace until they are ready to mate.
