They both look dead, at least I see no movement. No idea what they are.

Could it be something else? Not convinced that this is a Syrphinae larva.

I put it in Syrphinae because it doesn't look like an eristaline or microdontine larva, but am not 100% sure it's Syrphidae at all to be honest...

 
Frankly
I would move it to Unidentified Larvae. The features that would prove it is a Syrphinae larva are not visible. Also, I wonder about the white stuff partly surrounding the larva. It certainly is not part of that kind of flower. What is it? An interesting mystery.

Syrphidae?
Syrphid larvae are frequently predaceous. A bit bold to see one go after a bee, but I suppose still possible.
