it is. Looks like it is on an Ash tree.

Actually there is one other Tiger Swallowtail in North Carolina, but further west, higher up in the mountains. Papilio appalachiensis will have similar caterpillars, but probably June would be a bit early for one this larger, even if it were in your area. It is debated whether the two are separate species, but they look different to me. P. appalachiensis looks a lot like a large P. canadensis or a P. rutulus with orange underneith.
