Big shiny blue wasp with black wings. Seemed longer than the Hemipepsis (probably ustulatus) in area, more like Pepsis. More photos and higher resolution pics available

Note the threadlike petiole. Looks like Chlorion or Chalybion (I can never tell those apart). The experts will know.

I still have such trouble classifying wasps. Didn't realize that the thread waist was truly limited to thread waisted wasps. Thanks Much

 
You'll find spindly petioles...
...in some other groups (aphid wasps and some Ichneumonids come to mind)--but they're not as likely to be mistaken for Pompilids.
