I still think they are Chryso
I still think they are Chrysomela pupae as that is typical for the genus. Parasitoid wasps are known for Chrysomela. Were the pupae on willow or cottonwood?

These larvae (sawflies or some kind of lepidopteran) either succombed to a disease, or to parasites. Judging by the tiny wasp on the one in the background, I lean toward parasites.
