I think this is what Bob was referring to as a fresh specimen. Definitely the most clearly marked I've come across this summer and nothing close that I can see.

looks more like
Bluegrass Webworm (Parapediasia teterrella) to me, with a smooth ST line and several distinct black dots in the terminal line. Neodactria species lack those features.
