Parancistrocerus pedestris (WI)
Tergum 3 of this wasp has no yellow band which excludes the otherwise very similar P. leionotus. The female of P. pedestris does not always have a yellow spot on the scutum (spot always absent in male). This seems to be P. pedestris. Several other species which look very similar probably don't get as far north as WI.

Parancistrocerus sp. - female
I would lean for Parancistrocerus leionotus, since mesoscutum seems to be all black.
