Unknown Freshwater Arthropod?

Unknown Freshwater Arthropod?
Sedona, Arizona, USA
July 28, 2018
Size: 3cm
Under water, leech-like, in a small puddle left over from recent rains in a wash. Small black gellatinous eggs were nearby. The tail had a circular fin-like appendage that appeared to function as a surface tension anchor, and its head had several small finger-like proboscis sifting through the sand. Length was about 3cm. Body was soft, no hard exoskelleton. No obvious legs underneath body, bottom side is similar to topside. Although looking at the images, there might be evidence of bristles or very small legs.
