Great picture!
This is a genus that is new to me, so at first I didn't know what it was, but now I know.
It is a member of the genus Cynorhinella, and most probably a male of C. longinasus (so, the 'longnose' :-))) . There is another species in this genus, C. canadensis, but I think it is the longnose!

It is a hoverfly..
... , the genus (I think) is Anasimyia or something closely related. Maybe Gerard can tell you more (or someone else on the forum, of course ;-)).
