The only one of these I ever found was on the underside of a goldenrod leaf, directly under a quaking aspen tree.

Wrong answer! (Just kidding). Wockia a. seems particular to willows and aspens (in my limited experience). The mesh cocoon still looks more like Wockia than other mesh cocoons (Schreckensteiniidae, for example; there are others I cannot momentarily conjure). Maybe your caterpillar fell from a nearby willow or aspen and pupated off the host plant?
