Tiny orange wasp w long ovipositor

Found it spending a lot of time on a flower, occasionally seeming to inject the flower head with its ovipositor.

Definitely a member of ...
... the superfamily Ichneumonoidea. It looks a little more like a braconid than an ichneumonid to me, but I'm not positive about that.
