Too much yellow for bellicosus and fuscatus (note yellow spot on lower mesopleuron).

A Paper Wasp (Polistes) foundress
Staying on her new nest. One freshly laid egg can be seen in the uppermost (uncompleted) cell. Polistes apachus seems a good match, but so many species occur in Texas,,,
