This looks more like L. incesta to me with the dark eyes, brownish face and the prominent dark streak below the HW on the thorax.
Also the wings don't show a dark basal streak or a dark nodal spot.
Not certain though....

You might well be right, William. I have no experience with vibrans. This insect did look a little light in colour for incesta. I hadn't noticed the eyes. Slaty is the only one of this group of Libellula that we get in eastern Ontario, so you're probably much more used to having to separate them than I am. I must admit, I find them challenging.
