This looks like a Harlequin Bug (Murgantia histrionica)

George, you may want to look at other posts to see the difference in coloration; those from California tend to have more black. Also, the nymphs have an unusual pattern.

This is a particularly good photo, because the wing veins towards the tail end aren't usually so detailed.

I fixed the location information on your images- the "County/Parish/Region" field is only for the county name or equivalent (in Canada there's a jurisdiction called a region that's sort of like a county). You're not the first (or twenty-first) to make that mistake.
