If I’ve used the Snyder key correctly (1), this one keys out to Lispe sociabilis
As one might guess from their behavior outside, these are seriously fidgety flies

couplet numbers and the character states I think I see:
Mid tibiae without a submedian anterodorsal bristle; Females: The apical anterodorsal bristle on hind tibiae absent
27) female
30) Tibiae mostly infuscated
31) Hind femora without…submedian anteroventral bristles
32) Eastern species; submedian posterodorsal bristle on hind tibiae usually distinct

species group ID confirmed by
Nikitia Vikhrev here on diptera.info. He's says that, in Maryland, there's a 95% chance that it's L. sociabilis but that a male would be needed for 100% certainty
