Small ground-perching dragonfly from west central Florida - Erythrodiplax umbrata - Female

Size: 1 1/4 to 1 1/2 inch
Found near small drainage ditch in urban nature preserve used for stormwater treatment. Under group of cypress trees. Stayed perched on ground, even when disturbed. Best guess is some sort of female dragonlet, possibly band-winged. But I don't know.

I think your suggestio of a dragonlet is probably right, Lazia. I don't get to see them where I live although I have seen Little Blue in the USA. Could yours be a Seaside Dragonlet? Hopefully, a southern expert will have a better idea.

 
Seaside Dragonlet?
It could be! I ruled it out because I was in what I believe to be a strictly freshwater environment that is about 3 or 4 miles from the nearest brackish or saltwater area. I'm a dragonfly newbie and I don't know much about the nuances of such "rules". Thank you so much for your help!!! Let's see what we get with the next round of comments!

Hmmmm... I don't know for sure, but it sounds like that might eliminate seaside dragonlet. Let's see what the experts say!
