Size: tiny
On flower stalks of milfoil (Myriophyllum sp.) emerging from a pond. Best pic I could get, due to small size and lens limitations.

Most likely Rhopalosiphum nymphaeae
Only two species of aphid are known to feed on that genus, Rhopalosiphum nymphaeae has clubbed siphunculi (the tail pipes) and antennae that are shorter, and the other species (Aulacorthum solani) long slender cylindrical siphunculi and antennae that are about as long as the entire body. The antennae are clearly not as long as the body, and the siphunculi are tough to see, but that specimen that's poking out on the right side has a view of the clubbed siphunculus.
