This seems is Hedriodiscus binotatus (Loew). However, the species is not known from the Mid-Atlantic states, so I am wondering if the image was taken in the western U.S.

Upon further study
Upon further study, I'm going to move this to genus Odontomyia. Anyone who wants to say nay, or even neigh, speak up!
