Size: 5mm, 17mm w/ ovipositor
Oak gall collected in September. Wasps emerged sometime in December. Galls were inside and unheated room inside my home inside a sealed Ziploc.

Possible Male
I am out of my depth for ID here but I added 2 new posts as examples of other non-Cynipidae wasps that emerged from the 3 galls. One I imagine could be a male and was abundant. The other I believe is different female.
