A very striking wasp. It was spending a lot of time around prickly pear cactus plants. Would this one be strictly associated with Cactus species?

Paper wasp.
I believe this is Polistes comanchus navajoe, a large paper wasp. It may be after honeydew from aphids or scales in this photo. Few paper wasps visit flowers, at least in my experience.
