Size: ~2.5mm
This specimen was collected on an olive plant grown outdoors. There are some black scales on the plants, and I note in "The Coccinellidae of America North of Mexico" that this species was imported to North America (California) for control of black scale on olives. I don't think this ladybug species has been found in Oregon before.

This dorsal view shows the long and short hairs on the elytra.

Turns out this species has been found in Oregon before. See Wescott et al. 2006. New records and other notes for Oregon Coleoptera.

Like R. forestieri, this species is spreading.
I just identified R. forestieri from a specimen in London, England, a few days ago.
