Size: 15mm length
The closest thing I've found from browsing MPG and Covell is the Festive Midget Moth, Elaphria festivoides. Compare to #9681 here. Mine has the curly-C negative space, but it doesn't have a distinctive circle above that. I had to do a little Photoshopping to lessen the harsh shadow.

You simply ran into a specimen that helps demonstrate the range of variation in this species. If you will send me a wider copy of the photo that can be trimmed to a square, I will add it to the MPG Plate and lessen the confusion for the next person. Nice photo!
