Size: Length ~ 3 cm
Hmmm...perhaps Sirex cyaneus, I wonder. Thanks to Gregory Pohl for help with this specimen (pers. comm., 07 September 2018).

Not S. cyaneus
S. cyaneus
males would have reddish-orange hind femora, never black. The leg color here should narrow this down to
S. nigricornis
,
S. nitidus
, or
S. longicauda
. The former most should be unlikely in Washington state. The remaining 2 are separated in part by the extent of reddish-orange on the base of the hind tibia and by the presence/absence of dark spots on the middle tibiae and first tarsomere. I don't think I'm seeing these dark spots on the middle legs, so that would seem to favor
S. longicauda
.
