Hmmm...perhaps Sirex cyaneus, I wonder. Thanks to Gregory Pohl for help with this specimen (pers. comm., 07 September 2018).

Not S. cyaneus
S. cyaneus males would have reddish-orange hind femora, never black. The leg color here should narrow this down to S. nigricornis, S. nitidus, or S. longicauda. The former most should be unlikely in Washington state. The remaining 2 are separated in part by the extent of reddish-orange on the base of the hind tibia and by the presence/absence of dark spots on the middle tibiae and first tarsomere. I don't think I'm seeing these dark spots on the middle legs, so that would seem to favor S. longicauda.
