I collected three Populus grandidentata leaves with galled stems 29 Aug 2018 and stuck them in a jar, after cutting away most of the leaf. One had a possible mine in the remainder of the leaf. Nothing has emerged from the galls, but a larva was observed roaming around the jar. Later two dark brown puparia appeared, and on 7 Sep a fresh (pale yellow) one appeared. A shadow inside appeared to be in different positions.

Images are of the larva - 4mm, the first two puparia (dark brown), the fresh one (light yellow), and the cut leaf. I have no idea what these are, so your opinions are welcome.

These did emerge from the galls (and those are cocoons, not puparia).

Are they going to overwinter in soil?

 
They don't need soil
but yes, they will overwinter before adults emerge. I've never reared this species, but as it happens I just collected a few galls today to give it a shot.

I searched and eventually found a tiny hole on the gall, covered by skin. Amazingly hard to detect.

One thing that would be valuable, Charley, is to have a list of species that overwinter and in what medium. I guessed that these would overwinter since it's so late in the year, but others I have no clue about.
