Small white insect on surface of pool - Tanypus - Female

This insect was small -- just few mmm's probably. I saw a few of them skimming about on the surface of a "pond" that apparently is the San Diego River. (I moved here from Virginia a few years ago and I'm still trying to get used to what southern Californians call a river.)

How can you tell it's female?

 
Antennae and abdomen
Males have fuzzy antennae and clasping appendages at the tip of the abdomen. They are also thinner.
