Comment dated September 26, 2018: Texas bee expert Jack Neff has identified this bee as a female Coelioxys (Xerocoelioxys) edita. It was found in the same area around the same time as this male bee: https://bugguide.net/node/view/1591901

This female cuckoo bee was observed feeding on a wild sunflower, in an arid habitat near the Mexican border.

Note added January 26, 2019: the coloration of the female bee's legs and abdomen varies among individuals of the species. Female (as well as male) bees' legs and various parts of the abdomen may range from rust-red to black. I checked the "adult" box on all of your images. Please check this box on your master image, whenever you know the age or stage of your bugs, thanks!
I can confirm the genus, but I'm not sure of the species. Hopefully, Dr. Ascher will see this here soon and place this Bee and your other Cuckoos too.
