Tomato/ Cucumber pest? Hard shell and clustered bug

Found these bugs on my garden fence and also all over my tomato plants. It seems to be in different stages. Some where moving slowly and some looked cocooned. It seems like they suck the stems and they are found in clusters I have no idea what they are and how to control besides hand picking.

The central one is a Syrphid fly larva
The others are likely puparia of the same Syrphid. They are important predators of aphids. They will not bother your tomato plants at all. The one on the left looks like it may have attracted a parasitic wasp.

 
Thanks for the info
Well that’s good news then. I have Aphids all over my cucumber but didn’t see any on the tomato plant, perhaps because they where controlling the population.
