Looks to be a dead and discolored male Neotibicen linnei.

At least it was when I picked it up from the sidewalk.

 
Well, based on the unnaturall
Well, based on the unnaturally distorted wings and discoloration, I suspect this cicada won't last much longer. It was probably crippled due to an unsuccessful eclosion or a scuffle with a predator.

The specimen was alive
I moved from sidewalk to a wall so it wouldn't get trampled on.
