Not sure.
Size indication would really help. If relatively huge, then quite possibly a Sphex, though I don't know of any species up there but S. ichneumoneus....If about size of mud dauber, then this is most likely a species of Podalonia or Palmodes.

I have also added the approximate size for the specimen.

 
Re: Size
As I remember it, it was very similar in size to the Great Golden Digger wasps that were also present that day. I have uploaded the best picture I was able to take of both a G.G.D.W. and the black wasp together. Tomorrow I will see if I can get an aprox. size based on the fence rail and chicken wire where I took the other shots.
