L. disjunctus is the most likely.
Short of examining a specimen, I would assume this is Lestes disjunctus. The extent of pruinescence on the abdomen is more consistent with that species and it is the more common and widespread of the two in the region.

Looks like a male Lestes. Not sure there's enough detail to get to species, but take a look at the key here.

Interesting, we would have selected
L. forcipatus. The paraprocts are not lyre-tipped as far as we can see here. But then we noticed the key that was linked doesn't have L forcipatus as a possibility!! We went to Odonata Central and their map here does show a cluster of data for the species in Washington. So we don't know why it is not a choice in the key. We would suggest searching the web for images of L. forcipatus and see if you agree.

After looking through a number of pictures on the web, including a range map for Washington hosted by the same site that has the key!, I would definitely agree with L. forcipatus. Thanks for the correction and link to OdonataCentral.
