Variable Darner
This is a male Variable Darner (Aeshna interrupta). The other possibility with the present field marks is Paddle-tailed Darner, but it would have broader thoracic stripes and 3 cells in the hindwing anal triangle instead of 2. Walker's Darner does not occur where you are. Just for future reference, always try to take a close-up shot of the terminal appendages for odonate ID, particularly hard-to-ID groups like darners.
