Host is nipplewort, Lapsana communis (Asteraceae)

Nipplewort is non-native. Pitkin et al. report O. heringi, a polyphagous species, on this host in Europe

Owen says "JV-O" is the same species we discussed as "Ophiomyia cf. chondrillae" in the paper that was just published. This is evidently one of at least two "Lactuca scab flies," and not an obligate "scab" former. See also:
