I apologize for being a complete beginner.. not even sure this isn't actually a wasp. smooth body and no pollen sack

Polistes (paper wasp)
I won't hazard a guess at species, as coloration is quite variable in some of the species in this genus. Sweat bees (halictidae) will actually be quite hairy, while syrphid flies (sometimes also called sweat bees despite not being bees) will have different a rounder head shape and less constriction at the front of the abdomen.
