Is this Megachile exilis? The bee’s forelegs are red and dilated in an unusual & distinctive way. The Discover Life database shows a male M. exilis with a similar foreleg: https://www.discoverlife.org/20/q?search=Megachile+exilis .

This bee has three teeth in each jaw.

This male bee was attempting to mate with a female bee that was busy gathering pollen from a yellow-flowered legume called snout bean. (The Discover Life database notes that M exilis frequent flowers of the family Fabaceae.)

Found in an arid habitat, near the Mexican border.
